Odisha State Government Launches NOC Management Portal for Swift Processing of Technical Institutions’ Applications

by Nita Mishra

Odisha state government has introduced a NOC Management portal to streamline and expedite the processing of applications from various technical and professional institutions seeking NOC and affiliation.

Key Points:

  • The Skill Development and Technical Education (SDTE) department officials revealed that the portal, developed in collaboration with the Odisha Computer Application Centre (OCAC), is designed for polytechnics, engineering colleges, and professional institutions. It is seamlessly integrated with the SAMS portal to ensure efficient handling of received NOCs.
  • Applications will be accepted within specific timeframes, periodically opened as needed, preventing delays.
  • To discourage ambiguous applications, a nominal fee of ₹5,000 will be collected for each NOC type through iFMS integration. However, for the 2024-25 academic session, no fees will be levied.
  • While the initial phase focuses on NOC applications, the portal will expand to include the affiliation process in the near future.
  • Officials clarified that the deadline for NOC applications through the portal was set until January 28, with respective affiliation boards and departments expected to dispose of the NOCs by January 31.
  • This portal aligns with the 5T model of governance, reflecting the government’s commitment to transparency, efficiency, and accountability.

The NOC Management portal represents a significant stride in the state’s commitment to modernizing administrative processes. By incorporating technology and adopting the 5T model, Odisha aims to enhance governance, minimize delays, and promote clarity in the NOC and affiliation procedures for technical and professional institutions.
