Under this new directive, the following NACs have been elevated to municipalities:

- Karanjia in Mayurbhanj
- Kantabanji in Bolangir
- Chhatrapur and Aska in Ganjam

- Basta and Simulia in Balasore
- Paikmal and Bheden in Bargarh
- Agarpada in Bhadrak

- Binjharpur, Panikoili, Jarka, and Chandikhol in Jajpur
