Odisha Vigilance secured the conviction of Kartikeswar Sahu, Former Soil Conservation Officer, Purunakatak, Boudh, in a disproportionate assets (DA) case.

Sahu, who had retired from service, was charge‑sheeted under Section 13(2) read with 13(1)(e) of the Prevention of Corruption Act, 1988 for possessing assets beyond his known sources of income. As stated in the charge sheet, the allegations centred on "possessing assets beyond his known sources of income".

The Special Judge, Vigilance, Phulbani, after hearing the evidence, sentenced him to one year of rigorous imprisonment and imposed a fine of Rs 50,000. The judgment highlighted that the assets held by Sahu could not be explained by his legitimate earnings.

Following the conviction, Vigilance officials confirmed that they will move the competent authority to stop Sahu’s pension benefits as per service rules. Officials remarked that the action is being taken "to stop Sahu’s pension benefits as per service rules".

The case underscores the vigilance machinery’s focus on public servants who accumulate wealth disproportionate to their known income. Kartikeswar Sahu’s tenure as a Soil Conservation Officer in the Purunakatak area of Boudh district came under scrutiny after routine audits revealed discrepancies between his declared income and the value of his assets.

The Prevention of Corruption Act, 1988, under which the charge sheet was framed, provides for prosecution when a public servant is found to have assets that are disproportionate to his known sources of income. Sections 13(2) and 13(1)(e) specifically address the criminal misconduct of accumulating such assets.

Vigilance authorities have indicated that the conviction will be followed by administrative steps to safeguard public funds, including the cessation of pension payments, in line with established service regulations for officers found guilty of corruption.
