BALCO Wins Karlapat Bauxite Block in Odisha With 175% Premium

Bharat Aluminium Company (BALCO), a subsidiary of Vedanta Ltd, has emerged as the preferred bidder for the 248-million-tonne Karlapat bauxite block in Kalahandi district after quoting a 175 per cent premium in the auction.

The live e-auction for the mining block was conducted on Thursday by the Directorate of Geology, Odisha. Several major metal companies participated in the auction, including representatives from Hindalco, Nalco, and Adani Enterprises, who confirmed their participation in post-auction statements to Orissa Diary. Officials from the Directorate noted that the bidding process was highly competitive, with multiple rounds driving the premium significantly above the reserve price.

The Karlapat block contains around 165 million tonnes of metallurgical-grade bauxite suitable for aluminium production. Spread over 1,822.61 hectares on the Karlapat Plateau, the block includes 531.94 hectares of forest land, while around 3.9 per cent of the area is privately owned. Environmental clearances will be required for the forest portion, and Vedanta has stated it will engage with the Odisha Forest Department and local Gram Panchayats to address land acquisition and rehabilitation concerns.

The acquisition is expected to strengthen Vedanta’s raw material security for its aluminium operations in Odisha. With Karlapat, the company will have two bauxite mines in the state, the other being the Sijimali block in Rayagada district. BALCO’s CEO, speaking at a press briefing in Raipur, said, ‘Securing Karlapat is a strategic milestone for our long-term aluminium value chain in Odisha. It ensures feedstock stability for our existing smelters and supports our downstream expansion plans.’

Vedanta has invested around Rs 1 lakh crore in Odisha, including its aluminium smelter at Jharsuguda and alumina refinery at Lanjigarh in Kalahandi. The company has also committed another Rs 1 lakh crore for projects in the state, including a 6 MTPA alumina refinery in Rayagada, a 3 MTPA aluminium smelter in Dhenkanal, renewable-energy-based green aluminium production and downstream aluminium parks. A senior Vedanta official told Orissa Diary that the Karlapat allocation will de-risk the supply chain for the proposed Dhenkanal smelter, which is slated to begin construction in 2027.

Meanwhile, Coal India Limited emerged as the preferred bidder for the 257.98-million-tonne Gadadharpur iron ore block in Keonjhar’s Barbil area after quoting a 114 per cent premium. The 200.18-hectare block contains around 219.33 million tonnes of iron ore with more than 55 per cent iron content. It is currently at the G3 preliminary exploration stage, and the successful bidder will need to obtain the required statutory clearances before commencing mining operations. Coal India’s regional director for Odisha noted that the block’s high-grade ore could support future steel pelletization or direct reduced iron (DRI) projects in the Barbil-Joda industrial corridor.

Local community leaders in Karlapat expressed cautious optimism, with one Gram Sabha representative stating, ‘We welcome development, but it must not come at the cost of our forests or livelihoods. We expect transparent dialogue and fair compensation.’ The Odisha Mining Corporation (OMC) also confirmed that it will monitor compliance with mining plan approvals and environmental safeguards as per state regulations.

Industry analysts noted that the 175 per cent premium for Karlapat reflects growing demand for secure bauxite sources amid global aluminium supply chain realignments. The successful bids for both Karlapat and Gadadharpur underscore continued investor interest in Odisha’s mineral wealth, despite ongoing scrutiny over environmental and social impacts.
